Rochester Looks to Money but Needs a New Collective Cognitive Map

This morning the Democrat and Chronicle published the news … ny_rochester02.jpg Rochester ’s urban groups are looking to grants…. On the surface looks good – more money to fix urban problems…. Who’d disagree…? Look a bit deeper though… money may be more bad news … at least that’s how I see it…. What do you think?

Misty Edgecomb, staff writer … reported that the state program sets aside $1M to aid environmental justice efforts. Industrial pollution in Rochester is exacerbated by vehicle exhaust and by the lead paint and mold endemic to some neighborhoods…. Because of pollution and lack of care urban children develop asthma and other poverty ridden illnesses … without medical care and or without influence to move their lawmakers….

The dangerous part about Rochester going to the state Department of Environmental Conservation’s $1 million in grants … is the assumption that more money can cure the city’s illness… Years ago I taught secondary school in an urban setting where money poured in to fix similar urban problems…. Things got worse and soon we had new unopened computers piled into dusty closets… higher demands from parents and militant teachers who went on strike for more rights…. Money made it worse because it bought us false hope for change that failed to happen. 

There are good people in this city and many like the new mayor… have positive changes in mind…. Rather than money though … the city needs to review our collective cognitive maps … built over decades of in-fighting and greed and urban poverty. With a new vision we could jettison past blame… cynicism… or complaints that come when the chips are down… and hold us back. A new cognitive map could buy us improvements that come when we invest in currency of the mind….not money…. I hope we invest soon before mental bankruptcy hits my beloved city…
